CDL Hazmat Endorsement (H): ELDT Theory and the State Test

Understand the federal ELDT theory requirement for a first-time H endorsement, provider registry reporting, and how it differs from DOT employee training.

If you’re applying for a hazardous materials (H) endorsement on your CDL for the first time, federal Entry-Level Driver Training rules may apply before the state administers the H knowledge test. This is different from general DOT hazmat employee training for people who prepare and ship hazardous materials.

First-time CDL Hazmat (H) endorsement applicants generally need ELDT theory from an FMCSA-registered provider before the state knowledge test. This is separate from DOT hazmat employee training that may be required on the job.

What does the federal ELDT rule require?

FMCSA requires covered first-time H endorsement applicants to complete the applicable theory curriculum with a training provider listed on the Training Provider Registry. Unlike Class A/B CDL pathways and P/S endorsements, the H endorsement ELDT program does not add a separate federal behind-the-wheel component for the endorsement.

How is completion verified?

The training provider submits required completion information to FMCSA’s registry. The state checks for completion before permitting the applicable knowledge test. Before purchasing, verify the provider’s registered legal identity, the H theory training it is listed to deliver, and how promptly it reports completion.

Are Tanker (N) and X endorsement courses the same?

No. Tanker (N) alone is not a separate federal ELDT category. The combined X endorsement includes hazardous materials privileges, so H-related ELDT may apply where the applicant is seeking that privilege for the first time. State testing and issuance procedures still matter.

Do I also need DOT hazmat employee training?

A driver who performs regulated hazmat transportation functions can have additional employer training duties under PHMSA rules. ELDT for obtaining the H endorsement and ongoing DOT hazmat employee training serve different regulatory purposes. Learn more in our DOT Hazmat employee training guide.
